Central vs State vs Local licences — how to tell which you need

Central
Issued by Union ministries or national systems. Examples: GST registration, IEC, company incorporation (MCA), many IP filings, and several labour / PF / ESI registrations depending on coverage. One GSTIN logic spans states, but your principal place of business still matters.
State
Issued by state departments. Classic examples: Shop & Establishment, state labour licences, professional tax in some states, state pollution consents, state excise for relevant businesses. Moving your office to another state often means a new Shop Act registration even if GSTIN remains.
Local
Municipal corporation / council permissions: trade licence, health trade licence, fire NOC, signage permissions, some eating-house licences. These are the ones that depend heavily on ward rules and premises type.
Regulator
Specialised regulators (for example RBI-related categories, SEBI-adjacent activities, sector medical / pharma regulators). Treat these as their own track — do not assume a municipal trade licence covers them.
